3G auction soon, M&A guidelinesby Nov 1: Sibal

The government could hold another round of 3G spectrum auction, and much-awaited guidelines for telecom mergers and acquisition (M&A) will be out in about two weeks, telecom minister Kapil Sibal said on Tuesday.


Sibal said it was “possible” that 3G spectrum auction, which would be the first since 2010, could be held. But he gave no timeline for this.
The government plans to auction 4G airwaves in the 700 megahertz band in “a year or so”, he added.

The guidelines were expected to be released on Tuesday. “It will take two weeks more,” Sibal said when asked about status of the guidelines announcement.
According to M&A guidelines in works, incumbent service providers participating in consolidation activities will have to convert their old licence to unified licence, sources said.

The minister added that he was hopeful that mergers between operators accounting for a combined market share of up to 60% will be allowed. PTI & Reuters
