New bidding norms for projects soon: power min

The power ministry will soon finalise new bidding norms after consulting developers of power projects in the public and private sectors, power minister Jyotiraditya Scindia said on Tuesday.

His ministry’s advisory group comprising power sector bigwigs including Cyrus Mistry (Tata), Anil Ambani (Reliance) and G M Rao (GMR Group) along with ICICI’s managing director Chanda Kochhar held its first meeting with Scindia on Tuesday

“The advisory group will meet again in the next 15 days for further review,” Scindia told reporters after the meeting.

They also discussed issues ranging from the new q (SBDs) to fuel shortages and the pooling of imported and domestic coal price.

The over 20-member group also saw participation from leading power PSUs such as NTPC, PFC and Power Grid Corporation. Former bureaucrats from power ministry and ministry of environment and forests are also part of the advisory group.

“Before taking them (Standard Bidding Documents) to the empowered group of ministers (EGoM), we will discuss it with the Advisory Group, which will meet in the next two weeks,” Scindia said, adding that there were some apprehensions expressed by the Advisory Group. “No harm in re-circulating those documents and getting fresh inputs.”

The minister had earlier said that the new bid documents are ready and would be sent to the EGoM.

The new SBDs would speed up the process of awarding 4,000 MW UMPP each in Odisha, Tamil Nadu and Chhatisgarh.
