2 BDPOs, 3 panchayat secys, 5 JEs chargesheeted for embezzling Rs 1 cr

The director, rural development and panchyat department, has chargesheeted two block development panchayat officers (BDPOs), three panchayat secretaries of Kharar block and five junior engineers for embezzling funds to the tune of Rs 1.04 crore which was signed for Kumbada village in the district.

However, a first information report (FIR) has already been registered against Baldev Singh, the former sarpanch of the village. The fraud came to light after the audit report of the village came out. The report disclosed that Rs 1.04 crore wa spent on the village during the tenure of two sarpanches without any permissions of the officials concerned for utilisation of these funds.

Even the sarpanches failed to provide any proof for this, it added. Balwinder Singh Kumbada, the former sarpanch of Kumbada, moved the Punjab and Haryana high court seeking an inquiry into alleged embezzlement of funds, following which the court directed the department to conduct a probe.

Kumbada said the department was trying to protect some of its officials who were involved in the fraud.

In the inquiry, the department found that former sarpanch Baldev Singh had used Rs 2.71 lakh which was not utilised on the development of the village. The then sarpanch Surinder Kaur was found guilty of embezzlement of Rs 5.34 lakh.

On the basis of the report, the department suspended Surinder Kaur from the post the sarpanch in 2006.

The director, rural development and panchyat department, C Siben, confirmed that the BDPOs had been chargesheeted for not recovering the money from the saprpanches and JEs.

“We have recommended to the police registration of case against JE Sushil Kumar and panchayat secretary Bhadar Singh,” the director, rural development and panchyat department said.

He said Rs 1 crore was not allowed to spend without taking permission of the officials of the department and the sarpanches embezzled Rs 5.34 lakh.
