Action plan sought for transgender population

The Punjab government has told all its departments to submit a plan of action concerning their contribution and policies for transgender population.

A government spokesperson said it was mandatory as per guidelines of the Supreme Court. The apex court has directed that transgender children will be provided with scholarships, fee waiver, free textbooks and other facilities for students at subsidised rates.

Educational institutions and universities are being directed to establish an anti-discrimination cell and sensitise students and staff towards the same, while aanganwadi centres and self-help groups can provide information to parents of gender non-conforming youth.

For employment enhancement, the state will establish vocational training centres and a helpline for career guidance. Loans at 25% subsidy to be provided to facilitate venture setups and pension schemes are to be initiated. The state will also support and collaborate with NGOs working towards transgender empowerment.

Recognised as the third gender, changes in official documents can be made after the age of 18 years, once the certificate recognising transgender status has been issued by a state-level authority.

The spokesperson said strict disciplinary action would be taken against those who violated human rights and the dignity of transgender members.
