City-based advocate and activist Ajay Jagga submitted a representation to the home secretary for enforcing high security registration plates (HSRP) affixing agency to provide online system for applying for the plates, depositing fee and giving e-receipts and appointment schedule, as it is mandatory to provide online facility to public at the cost of the agency.
In his representation, Jagga said the administration started the work of affixing HSRPs in a time-bound manner under 'The implementation of the High Security Registration Plates in the Union Territory of Chandigarh Scheme, 2011'. However, it was shocking to observe that the agency -which is doing the work of affixation of HSRP - was doing this in violation of the standard norms and procedure, he pointed.
He stated that the agency was also causing great inconvenience to the public by not providing the online facility.
As per the laid-down norms, it is mandatory for the contractor to provide online facility, in addition to the offline facility.
According to the terms, the agency shall provide online software implementation containing many features and some of the features which are for the benefit of the people.
