The appointment of member (power) of Bhakra Beas Management Board (BBMB) has been delayed due to a stalemate between Punjab and the Centre over the names of the panel sent by the Punjab government for the post.
The post of member (power) of BBMB, which is filled from among the chief engineers working in the power department of Punjab, is lying vacant since September last year.
Punjab had sent a panel of three chief engineers -- Damanjit Singh, VK Kalra and Vishav Kant Garg -- to the union power ministry on July 25 last year, which was rejected by the scrutinising committee on the grounds that those recommended were too junior and without adequate experience in the field concerned, and one of the chief engineers was facing departmental proceedings. The union ministry had asked Punjab to send a fresh panel.
However, the Punjab government resubmitted the same panel on January 2 this year, insisting that these chief engineers should be considered for the post. The Punjab government claimed that officers in the panel had sufficient experience and no departmental proceedings were initiated against one of the officers. It further stated that the annual confidential reports of these chief engineers for 2013-14 would be forwarded to the union power ministry separately before the meeting of the selection committee.
According to the information obtained under the Right to Information Act, the case regarding the selection of member power is still pending with the union power ministry.
The post of member (irrigation), to be filled from among the irrigation engineers of Haryana, is also lying vacant.
As per the RTI documents, BBMB chairman AB Agrawal has been given extension till the new incumbent is appointed. Earlier, the ministry had sent extension case of AB Agrawal on May 16. 2013.
