The hearing in institutional preference reservation for post-graduate courses of Baba Farid University of Health Sciences (BFUHS), Faridkot, would continue on Wednesday as well.
The Punjab and Haryana high court bench of justice RK Jain heard arguments of both sides on Tuesday; as the arguments could not conclude, the hearing has been adjourned for Wednesday. The stay imposed by the HC on conducting the counselling would continue till further orders.
The first round of counselling for admission to MD/MS/PG diploma/MDS and six-month training in ultra-sonography courses was to be held from March 28 to 30. But the university had to postpone the counselling following HC orders.
The issue before the court is whether the seats under the state quota are to be filled on the basis of domicile or institutional preference. The petitioners have claimed that 50% of seats in any state fell under the all-India quota. The remaining 50% was the state quota, of which 60% was for in-service Punjab Civil Medical Service (PCMS) candidates and the remaining for MBBS candidates.
The state has inserted a clause making it mandatory that the seats under the state quota were to go to candidates with Punjab domicile. The petitioners have alleged that the clause was in violation of earlier judgments of the Supreme Court.
