Chief minister Bhupinder Singh Hooda has said that in a democracy, every leader has the right to join or quit any party. Talking to mediapersons at Shahbad, 18 km from here on Thursday, Hooda said that if Birender Singh left the party, it would have little affect on the Congress prospects in the assembly elections.

Earlier, he announced a grant of Rs 21 lakh for setting up of Shaheed Udham Singh memorial at Shahbad.
