Court notice to Punjab, Centre on education volunteers’ plea

The Punjab and Haryana high court has issued a notice to the Punjab government and the union human resource development ministry (MHRD), on a petition filed by inclusive education volunteers (IEVs).

The Punjab and Haryana high court has issued a notice to the Punjab government and the union human resource development ministry (MHRD), on a petition filed by inclusive education volunteers (IEVs).


A high court bench issued notices for March 26 on a petition filed by 27 affected IEVs who have sought quashing of the decision of the HRD ministry in which it had asked Punjab to disengage the IEVs as they were not “trained persons”.

The counsel for petitioners submitted before the high court that IECs were engaged by the state government from 2009 in accordance with the policy and around 1,500 IEVs were recruited during 2009. Many of them did not have the “certificate of care giver”, the requisite certificate, and were given special on-the-job training. Now, the MHRD had declined to release funds to Punjab for payment of honorarium to the IEVs, who were now without salary from April 2014, the petitioners submitted.

They have further stated that their disengagement at this stage would play havoc with around one lakh “children with special needs” who were being looked after by around 2,000 IEVs in the state.
