Punjab chief secretary Rakesh Singh has issued instructions to all employees and officers of various departments working in the Civil Secretariat-I, making it mandatory for them to use the online Integrated Work Flow and Document Management System (IWDMS) and stating that their working on the online system would reflect in their annual confidential reports (ACRs).
In a communiqué to all financial commissioners, principal secretaries and administrative secretaries, the chief secretary said he was monitoring the use of the IWDMS, but was finding reluctance and inertia at the user end.
Reiterating the state government's commitment to make the system online, the chief secretary said all inter-departmental correspondence had to be carried out through this system.
He said all proposals to the finance department had to be sent through the 'CM Plan Monitoring Module' and no file in physical form would be accepted by the finance department.
All leave applications of IAS and PCS officers to the chief secretary and of other employees to departmental heads have to be through the IWDMS.
