Indian Red Cross Society Secretary General S.P. Agarwal told Hindustan Times that the DCs could not be allowed to misuse the Red Cross funds. “They cannot spend Red Cross money for government or personal expenses. If it is happening, the Governor should be informed so action could be initiated,” he added.
Asked whether there was any mechanism to ensure that the branches of the IRCS work in accordance with the aims and objectives of the Act, the Secretary General said: “There are no uniform rules for all branches and as of now we don’t have clear control over them. But the IRCS managing body has approved uniform rules which would be notified in due course."
On relief fund diversion, he said: “A small amount (about 15 to 20 per cent depending from case to case) can be spent as operation expenses in sending the relief, but if a major chunk has been diverted for other purposes, then it is very wrong on their part and certainly unacceptable to us.”
