Din in House over land release, SEZs

The ongoing budget session of the Haryana Vidhan Sabha repeatedly saw uproar on Tuesday over the issues of land release and special economic zones (SEZs) during the previous Congress government.

The House plunged into pandemonium when Congress MLA Karan Dalal raised the issue of halving the compensation rate of land acquisition to the farmers by the BJP government which was aggressively protested by the BJP MLAs.

Finance minister Capt Abhimanyu reacted sharply to the comment stating that this was instead a decision of the erstwhile Congress government, though only the notification was issued by the new BJP government. “It was the Congress government which had released over 17,000 acres of land to builders even during the acquisition process,” he said while several other BJP MLAs, including Mahipal Dhanda, Pawan Saini, Gianchand Gupta, also spoke in a loud voice.

Capt Abhimanyu went on to say that the erstwhile Congress government had sought legal opinion on the Land Acquisition Act, 2013, subsequent to which a committee formed by the former chief minister Bhupinder Singh Hooda submitted its report. The report was approved by the state cabinet chaired by Hooda while the notification on the draft rules was notified on August 28, 2014, though the notification was published a month later when the new BJP government had taken over, he said.

While Capt Abhimanyu was speaking almost all the Congress MLAs, including Hooda, Dalal and Kuldeep Sharma, also kept on speaking and the many from the treasury benches protesting the same.

Hooda also protested to Capt Abhimanyu’s statement that his government had released land to builders and dared the BJP government to get the matter probed to have the facts right.

Heated arguments between the BJP and Congress MLAs were again witnessed when Dalal, while speaking on the cut motion to the budget estimates, quoted reports from a vernacular and an English newspaper and alleged a scam in tax relief on LED lamps to benefit some manufacturers again evoking strong protest from the treasury benches.

Capt Abhimanyu also took on the Congress, which he said opted not to impose a fine of `50 crore on Reliance Haryana SEZ Ltd. A din like situation gripped the House as several INLD MLAs also stood up flaying the projections of the Congress government about huge investments and employment because of SEZs which was finally shelved.
