People's Democratic Party (PDP) on Monday expressed apprehension that the Jammu and Kashmir government will sabotage a bill seeking to include clauses of 73rd amendment of consititution in the state Panchayati Raj Act.
Releasing a copy of the bill moved by PPP's Peerzada Mansoor Hussain and Rafi Ahmad Mir, its president Mehbooba Mufti told reporters outside the Legislative Assembly here that they feared apprehension that the bill may be sabotaged on flimsy grounds.
She said Hussain and Mir submitted a joint bill to the assembly secretariat on September 18, to amend the Jammu and kashmir Panchayati Raj Act, 1989, much before the last date.
Mufti said those who are in favour of empowering the sarpanches and panchs at grassroot level will support the bill.
She said the village council members were concerned as they felt cheated over not empowering them to deliver at the grass root level.
The only way to instill confidence in them was to empower them fully through amendment in the PR Act of the state, she said adding once they feel empowered the present crisis will be over.
However, she said, the government will try to sabotage the bill on one or the other pretext. The Act, shall come into force on such date as may be notified by the government gazette, she added.
