Web enabled Online Treasury Information System will be effective in all districts of Haryana and sub treasury situated in New Delhi with effect from June 28.
Stating this, spokesman for the Finance Department said "The state government had initially introduced this system in seven districts of the state on April 25,"
He said the districts where it would now be implemented includeds Ambala, Bhiwani, Faridabad, Hisar, Jagadhri,Jhajjar, Jind, Kaithal, Narnaul, Rewari, Sonipat and Mewat at Nuh.
The spokesman said that for the smooth changeover from offline to web enabled system, some restrictions are to be imposed on passing bills in treasuries situated in these districts and sub treasury in the transit period from June 26 - 28. The bills, cheques and refund claims other than those related to salary payment will be accepted in treasury or sub treasury only up to June 26. With effect from June 28, only bills, cheques and refund claim submitted through e-bill system will be accepted in the treasury.
He further said that PLA cheques and work cheques would be submitted through e-bill system with effect from June 28 only. Similarly, all bills submitted up to June 26 will be passed through offline system in treasury by June 27.
He said that all EPS pay order issued up to June 27 need to be presented by Drawing and Disbursing Officers (DDOs) in treasury bank by June 28 for clearance. All cheques cleared
by treasury or sub treasury up to June 27 will be stamped 'valid up to June 29, 2013' and thus need to be presented in treasury bank before that date for clearance.
Similarly, all unpaid EPS pay orders and cheques as on July 1 will be required to be get cancelled from treasury and fresh bills have to be re-submitted through e-bill system only. No salary bills will be accepted in treasury before June 28. EPS pay orders related to bills, cheques,refund orders, court and deposits presented in treasury through e-bill system with effect from June 28 cannot be presented in treasury bank before July 1, 2013, he added.
Training for e-bill system has already been provided to all DDOs so that they do not have to face any problem during the transit period of two days and they could submit all their urgent bills on or before June 26, he added.
