HC notice on appointment of PU V-C's wife as music prof

The Punjab and Haryana high court on Wednesday issued notice of motion on a public interest litigation challenging the appointment of vice chancellor Arun Kumar Grover's wife Neera Grover as professor in PU music department.

A division bench comprising chief justice Arjan Kumar Sikri and justice Rakesh Kumar Jain issued notices to PU V-C and registrar as well as Neera Grover to file their replies by April 30.

A petition in the case has been filed by RTI activist Rajinder Kumar Singla.

A decision was taken in a PU syndicate meeting on September 8, 2012, to appoint Neera Grover as KL Sehgal professor of music, named after the legendary singer Kundal Lal Sehgal.

Earlier, the PU had advertised the post in 2010 and the last date for submission of applications was November 1, 2010. After Arun Grover joined as V-C on June 29, 2012, the departmental academic and administrative committees held a joint meeting on July 5, 2012, to recommend that Neera Grover be offered an emergent appointment as professor against the already- advertised vacant post.

Arguing the case for the petitioner, advocate RD Anand submitted that the recommendation of the department of music was contradictory as the slot required to be filled was in the area of 'instrumental music' whereas Neera Grover's area of specialisation was 'vocal music'.

Neera Grover allegedly submitted the application on July 17, 2012, in response to the advertised post and requested for condoning of delay of more than a year and eight months in the submission of her application for the post.

The court was told that the outgoing vice chancellor RC Sobti had condoned the delay, even though the candidates to be called for interview/selection were already shortlisted. Even the selection committee meeting was not held, the counsel said.
