Balwinder Singh, who was illegally appointed secretary of the Punjab School Education Board (PSEB) in October 2011, has tendered his resignation and it has been accepted by the board.
This information was submitted by the PSEB before the Punjab and Haryana high court on Wednesday during resumed hearing of a petition filed by Sukhvinder Kaur Saroya, senior legal adviser and controller of examinations, PSEB, challenging Balwinder's appointment. Taking note of the board's statement, the court headed by justice Surya Kant disposed of the petition.
The board secretary was compelled to resign after the high court on Tuesday pulled up the state government for illegally appointing him and letting him continue on the post. The court had directed the state government to submit the action-taken report by Wednesday.
The petitioner had informed the court that Balwinder was appointed secretary on October 30, 2011. As per rules, any person is appointed to the post of secretary from the panel prepared and sent by the state government of existing government officers or eligible officers of the board.
But Balwinder's name was not on the panel. Even the state government had itself accepted that the appointment had not been made as per rules and had issued directions on April 6 to the board to review its decision. But still Balwinder had been continuing on the post.
