Haryana government has dissolved the improvement trusts of Ambala City, Gurgaon, Hisar, Jagadhri, Karnal, Panipat, Rohtak and Yamunanagar.
The state government has decided to create a separate improvement trust cell in the municipal corporations concerned for discharging all duties and liabilities of the dissolved Trusts.
The dissolution comes following an amendment in Haryana Improvement Trust Act by the state legislature. The amendment was made to pave way for the merging of the improvement trusts into the municipal corporations since the objective of setting up trusts – to improve civic amenities — seems to have been lost with the coming up of municipal corporations. Also, agencies like HUDA were also developing urabn estates in a big way. “There is no point in having a duplication of functions, officials said.
Urban Local Bodies department officials said that the property, funds and dues of the dissolved trust would be transferred to the municipal corporations of Ambala, Gurgaon, Hisar, Yamunanagar-Jagadhari, Karnal, Panipat, Rohtak and Yamunanagar-Jagadhari. He said that the present staff in the respective trust would work in the cell and look after all the functions of the trust.
They would be on deputation for one year with the municipality concerned as such and the administrative control of the Cell would be with Commissioner of the concerned Municipal Corporation, he said.
