In 2012, the city witnessed a case of eve-teasing where Komal Sahini, a final year college student, was harassed, physically assaulted and was even hit with a blunt weapon in broad daylight. This was not the only incident. On an average, three incidents of eve-teasing are reported every month though the number is much higher.
Besides, the city women were also vulnerable to snatching and stalking. An incident of snatching was reported to the city police every fourth day with major target being women sitting in courtyards and walking in parks. At least five vehicles were stolen every other day.
However, efforts of UT senior superintendent of police Naunihal Singh to create awareness among girls to raise their voice against eve teasing paid off. This year, in all 210 girls in distress called up the police to inform about eve-teasing and misbehaviour by boys. Around 60 persons were arrested, following registration of 57 cases of eve-teasing and criminal intimidation. In 2011, 20 persons were booked for the offence. In 2012 and the previous year, the number of rape case remained the same, with the count going up to 30. In 2010, the number was 37.
An analysis of the data reveals that the Chandigarh police was able to arrest the overall crime rate across the city in comparison to the previous year. The incidents of heinous crimes were less while the conviction rate went up to 69%, around 11% more than the previous year. The city witnessed a decrease in the incidents of snatching, robbery and even burglary.
