Jail inmate's death: SIT negates suicide theory

The special investigation team (SIT), which is probing the February 11 death of Kulwant Singh, an inmate of Amritsar central jail, has negated the suicide theory and ruled out the direct involvement of jail officials or other persons in the incident. A fire on the jail premises had claimed Kulwant's life.

The special investigation team (SIT), which is probing the February 11 death of Kulwant Singh, an inmate of Amritsar central jail, has negated the suicide theory and ruled out the direct involvement of jail officials or other persons in the incident. A fire on the jail premises had claimed Kulwant's life.


Deputy inspector general of police Kunwar Vijay Pratap Singh, who is heading the SIT, also informed the Punjab and Haryana high court that the jail's deputy superintendent and incharge of the deceased's barracks failed to discharge their routine duties and responsibilities to avoid such incidents.

In a reply submitted in the high court on Monday, the SIT head informed that the fire took place accidentally because of negligence on the victim's part. He stated that Kulwant was a drug addict and it was possible that he had himself locked the door of his cell from the outside and was consuming smack inside, during which the fire started.

The information was submitted during resumed hearing of a public interest litigation filed by a non-governmental organisation, Lawyers for Human Rights International, on the deteriorating law and order situation in Punjab jails.
