More than a month after he was removed as Gurgaon divisional commissioner for wrong calculation of compensation for land once being acquired in Rewari district, Haryana IAS officer Pradeep Kasni was Saturday posted as director of medical education and research.
He will replace his wife, Neelam Pradeep Kasni, on that post. On December 29, he was shifted from Gurgaon over erroneous computation related to acquisition in the Manesar Bawal Investment Region (MBIR).
Subsequently, Rewari deputy commissioner RC Verma, subdivisional magistrate (SDM) Ravinder Yadav and several other officials involved in the process of determining the compensation were also shifted out. The state government said they had worked out the wrong figure under Kasni’s guidance, which would have cost the state `500 crore had it gone ahead with the acquisition.
Kasni claimed he was not the one to be held accountable, since the committee constituted under the chairmanship of divisional commissioner was not valid under the new land acquisition Act. He even met chief minister Manohar Lal Khattar to explain his point of view, even though it did not cut much ice with the state government and he was kept without a posting for more than a month.
His numerous statements to the media in which he blamed Gurgaon land mafia for his transfer, thus casting aspersions on the state government indirectly, also seem to have delayed his posting. The government has sent a message that it would not take indiscipline and disobedience lightly. Kasni’s fresh posting also has a subtle message, as his requests for posting as surely divisional commissioner has been turned down and he will replace his wife, who had multiple charge of secretary to the governor as well as Ambala divisional commissioner.
The state government on Saturday also ordered that additional chief secretary (home, jails and criminal investigation; and administration of justice departments) PK Mahapatra will hold the additional charge of Haryana Minerals Limited chairman in New Delhi against a vacant post. Anil Kumar, who was awaiting posting order, has been given charge of principal Secretary, Industrial Training Department relieving S.S. Prasad of the said charge.
AK Singh, director general and secretary in the development and panchayats and rural development department, has been posted as secretary (personnel, training, vigilance and parliamentary affairs), director general training (ex-officio); and inquiry officer, vigilance, against vacant posts. He has also been given charge of Agro Industries Corporation managing director, relieving Vijay Singh Dahiya.
Mani Ram Sharma, awaiting posting order, becomes ADC, Mahendragarh; vice RS Verma, HCS, who has been posted as additional state transport controller vice Mahavir Singh, whose posting orders will be issued later. HCS officer Rajesh Jogpal, awaiting posting order, has been posted as ADC, Fatehabad, against a vacant post.
