NCW seeks ban on sharing or reporting of rape MMS

Taking suo-motto cognizance of a 32-year-old Jind woman's rape by three persons, who had also filmed the crime and circulated the MMS, the National Commission for Women (NCW) has constituted an inquiry committee and issued certain recommendations to authorities concerned.

A spokesperson for the Haryana government said on Monday that the commission had recommended that there should be strict guidelines to provide psychological help to victims, by way of several counseling sessions. Also, there should be a “blanket ban” on sharing information by media or otherwise of any MMS made of any rape or gangrape.

He said: “An MMS once made is generally circulated within the district and sometimes in the state. A person living at a far-off place will not come to know of an MMS made of the crime unless reported in the media.”

He said: “At times, when media mentions about the MMS, people get curious and tend to search for the clip on the Internet. By imposing a blanket ban on sharing the information about the MMS, the victim will at least be saved further humiliation.”

The commission also suggested that prevention should be the focus of law-enforcing agencies, he said, adding that continuous dialogue at every level with all sections of society could help in curbing the menace.

“Speedy trial, strict punishment and ample media coverage of such speedy trials can help in demoralising men's negative intentions,” he said, adding that it would also motivate girls and women, who were being subjected to verbal, physical or emotional torture, to report the crime.
