Amidst opposition from all the three student associations, the Himachal Pradesh University (HPU) has issued direction to all its colleges to start preparation for Student Central Association (SCA) nomination. Earlier, the HPU had announced dates for nominating SCA in the university and affiliated colleges. The process will start on September 15 and conclude on September 24.
According to the directions, meritorious student will get the chance to represent community in the Student Central Council. Going by the recommendations of high-level committee of the university, president, vice-president, secretary and joint secretary would be nominated from amongst nominated post graduate students in the university and SCA will be nominated on the analogy of the same patron.
Elaborating the criteria, HPU official said the president would be nominated amongst the nominee of third and fifth semesters. The candidate highest in merit would be nominated as president. The candidate next in merit, excluding the faculty, from which president is nominated, would be anointed as vice-president.
Secretary and joint secretary would be nominated from amongst the nominee from first semester. The university has also issued the patron of nominating the students from different subjects. HPU official said there would be two nominations under cultural category amongst the students excelling in cultural and co-curricular activities. Two nominations would be from the sports category.
Further, university official said that dean student welfare would be the principal advisor of the Student Central Association and its executive committee. The chief warden, director physical education and youth welfare and five teachers nominated by the vice-chancellor would be the members of the executive committee.
Students' protest continues
Notwithstanding the HPU's final decision over the issue, student associations are opposing the system of nominating SCAs across the state. Apart from the Left-backed Student Federation of India (SFI) and the right-oriented Akhil Bharatiya Vidyarthi Parishad (ABVP), the ruling Congress' student wing National Student Union of India (NSUI) is also opposing the decision.
Meanwhile, HPU vice-chancellor ADN Bajpai said that Himachal the university taken the decision in students' interest. “I will not succumb to anyone's pressure. It was after several deliberations that the decision about nominated SCAs was taken,” he said.
