At a time when the student organisations at Himachal Pradesh University (HPU) have been demanding students' elections, a committee that was constituted to study the nominated student central association (SCA) pattern, is to submit its report on Thursday.

The university has constituted a high-level committee, chaired by pro-vice chancellor RS Chauhan, to study the pattern of the SCA. The committee has suggested forming a council of students, who are excelling in academics, sports, NCC and NSS and nominate two of them as president and general secretary.

Sources told the Hindustan Times that the report was ready and would be submitted to the vice chancellor on Thursday. Revealing about the suggestion, they said for academics topper, marks of previous class would be considered, while for NCC and NSS, their certificates would do. "This type of election will give representation to all kind of students in the college and university," the sources added.

Even for nominating the class representatives, marks of previous class would be considered. According to sources if there would not be consensus amongst the selected panel, president and general secretary would be elected within the panel, by voting.

Meanwhile, in order to end the deadlock between the administration and the students, vice chancellor ADN Bajpai on Wednesday held a meeting with association representatives. Right leaning Akhil Bharatiya Vidyarthi Parishad (ABVP) raised the issue of fee hike and election ban. Party president (campus) Babu Ram said both decisions were anti-student and the university should rethink over the issue.

The Congress party's student wing, National Student Union of India (NSUI), also raised the issues and party representative Balvinder Singh said HPU had increased the fee excessively. The NSUI has demanded relief for the students below poverty line (BPL) and from backward classes.

However, left backed Student Federation of India (SFI) also put forward the two issues in the meeting.
