Panels to oversee clean-up of drains, rivulets

The Punjab government has decided to form monitoring committees to expedite the cleanliness of drains and rivulets in the state in an effort to ensure transparent utilisation of funds. Local MLAs have been given the responsibility of surveillance of the work in progress and timely completion.

Stating this here, a spokesperson of the irrigation department said these committees would include district agriculture officers, area irrigation officers and sarpanches of respective villages under whose jurisdiction the canal and rivulet are passing.

The deputy commissioner concerned would monitor the disbursement of funds. The spokesperson said the irrigation department would ensure photography of the work, once before its start, during 50% completion and after completion. The record of photography would be brought before the respective monitoring committee for vetting. After the scrutiny and acceptance of the report by the committee, the funds would be released to the contractor.

The spokesperson said the chief engineer, canals, would be responsible for the overall work and transparent use of funds, whereas the chief engineer, vigilance, would have to conduct a surprise visit at least once in every region and report to the respective deputy commissioner.
