PU committee against sexual harassment returns female prof complaint

Panjab University Committee Against Sexual Harassment (PUCASH) will no longer investigate a sexual harassment complaint of a female professor against varsity's vice chancellor prof Arun Kumar Grover.

According to sources, the committee returned the complaint to the university authorities on the ground that the complainant never approached them, and it was the vice chancellor,who had forwarded the complaint. The concerned female professor had questioned whether the committee was legally competent to recommend action against the vice chancellor.

The complainant had also approached the Chandigarh Police on May 28 for the registration of an FIR against the vice chancellor under section 354 A (for making physical contact), section 509 (for using word, gesture or act intended to insult the modesty of a woman) and section 507 (for criminal intimidation by an anonymous communication) of the Indian Penal Code (IPC).

The police were waiting for the findings of the PUCASH.

On Friday, vice chancellor said, "We have filed a statement before the police…She has created an unfortunate situation for the governance of this university."The woman senator had first complained to the chancellor Hamid Ansari claiming that the VC misbehaved with her on April 15 when she went to congratulate him over his extension. Her complaint was also taken up by a committee headed by Prof Ronki Ram which eventually gave a clean chit to the VC on April 17.

Meanwhile, a fact finding committee was formed by the human resource development ministry following her complaint. The woman had also approached the National Commission for Women against the VC. The VC has to file a reply on July 6.
