Punjab government suspends Khanna SSP, dismisses Machhiwara SHO

The Punjab government on Monday suspended Khanna senior superintendent of police (SSP) Harsh Kumar Bansal and dismissed Machhiwara station house officer (SHO) Manjit Singh, along with one constable and two Home Guards personnel, in connection with the Jamalpur killings.

Brothers Harinder Singh and Jatinder Singh were allegedly shot dead by the police in Jamalpur locality of Ludhiana on September 27.

Constable Yadwinder Singh and Punjab Home Guards personnel Ajit Singh and Baldev Singh have been dismissed from service under Article 311(2) of the Constitution.

The decision was taken by deputy chief minister Sukhbir Singh Badal after discussing the matter with Punjab director general of police (DGP) Sumedh Singh Saini.

According to a police official, a team from the Machhiwara police station had raided a dwelling unit at Jamalpur on September 27. The police party was accompanied by one Gurjit Singh, a resident of Takhana village. Harinder and Jatinder, sons of Satpal Singh of Bohapur village in Samrala, were killed. Both were in their early 20s.

Though the Khanna police initially called it an encounter, eyewitness accounts and a public outcry led to the registration of a case on the charges of murder and criminal conspiracy against members of the raiding police party.

The police have already arrested Ajit Singh, Baldev Singh and Gurjit Singh.

According to preliminary findings of inspector general of police (IGP, zonal), Jalandhar, Ishwar Singh, Khanna SSP Harsh Kumar Bansal committed misconduct, dereliction of duty and did not exercise proper supervisory control in various aspects relating to the matter. The IGP, in his report, observed that the SSP attempted to shield the delinquent police officials who were attempting to pass off the incident as a police encounter.

The IGP has also reported that the SSP failed to make proper efforts to go into the depth of the matter and that his conduct was unprofessional.

The IGP Zone Jalandhar had directed the DIG Ludhiana Range to conduct a detailed enquiry into the role and conduct of SSP Khanna and other officials of Khanna Police in this incident and recommended that the SSP be placed under suspension.

IGP Zone Jalandhar has also reported that Inspector Manjit Singh, SHO, Machhiwara attempted to shield the police officials of Police District Khanna. He gave a wrong version of the incident to his superior officers and made false entries in the daily diary register of the police station. He has been dismissed from service under Article 311(2) of the Constitution.

On the direction of the deputy CM the government has deputed ADGP VK Bhawra and IGP Ishwar Singh to examine the entire incident and submit the report in 15 days.

A special investigation headed by Jagraon SSP, Ravcharan Singh Brar, ADCP, Ludhiana, Satbir Singh Atwal, ACP Sahnewal Lakhbir Singh under the supervision of Ludhiana police commissioner has been constituted to investigate the murder case.

IGP Zone Jalandhar has also reported that Inspector Manjit Singh, SHO PS Machhiwara attempted to shield the police officials of Police District Khanna. He gave a wrong version of the incident to his superior officers and made false entries in the Daily Diary Register of the Police Station. He has been dismissed from service under Article 311(2) of the Constitution.
