Punjab government told to submit draft recruitment rules for rights panel

The Punjab and Haryana high court has given the Punjab government 10 days to submit finalised draft rules for the recruitment of staff on Punjab State Human Rights Commission before the notification.

The directions came from the division bench of justice SK Mittal and Deepak Sibal in a case pending since May 2013. During the hearing, the government counsel submitted that draft rules had been finalised after incorporating the suggestions of the petitioners' counsel, HC Arora. At this, the petitioner's counsel expressed apprehension that the state government might retain some of the powers otherwise to be give to the commission chairman in terms of the provisions of the Protection of Human Rights Act.

He requested the court that the government be directed to produce the finalised draft rules in the high court before publication so that legal complications did not arise later. Following this, the high court directed the government to submit a copy of the finalised rules in 10 days. The next hearing is on February 2.
