Before even announcing the portfolios of newly sworn-in ministers, the Punjab government on Wednesday changed the administrative head of state bureaucracy. It decided that 1978 batch IAS officer Rakesh Singh would be its new chief secretary.
The government said that the move would lead to "honest and efficient delivery system" and for further "expediting implementation of governance reforms".
Outgoing chief secretary Subodh Chander Agrawal has been appointed as chief commissioner, right to service commission. Singh has been moved in from Union ministry of finance where he was holding the post of additional secretary.
Rakesh Singh has six IAS officers senior to him, including Agrawal, BC Gupta who is on central deputation as Union secretary food and DS Kalha also holding an assignment in the central government.
Singh supersedes three IAS officers Geetika Kalha, BK Srivastava, and GS Sandhu.
