Scholarship ‘scam’: Cong to bring privilege motion against Ranike

The opposition Congress will move a breach of privilege motion against Punjab minister for welfare of SCs/BCs Gulzar Singh Ranike on Thursday, the last day of the monsoon session, to highlight what it calls the “scholarship scam”.

The opposition Congress will move a breach of privilege motion against Punjab minister for welfare of SCs/BCs Gulzar Singh Ranike on Thursday, the last day of the monsoon session, to highlight what it calls the “scholarship scam”.

Addressing a press conference here on Tuesday, leader of opposition Sunil Jakhar said the minister had misled the House during the budget session in March by claiming that `280 crore was received from the central government for post-matric scholarships in 2013-14 and the entire amount had been disbursed.

Citing the example of a Dalit girl student who had paid `7.2 lakh as her fee for the BDS course but had not received the scholarship, Jakhar claimed that just `31 crore went to students who had applied for scholarships in 2013-14. “The remaining amount went into clearing the backlog since 2007-08. The devil lies in the detail. We want to know where did the money received during the last few years go? It has not gone to the students. We will seek a CBI inquiry as we do not trust the state government’s probe. Chief minister Parkash Singh Badal had given a clean chit to Ranike through the state vigilance in the border area funds bungling. Finance minister Parminder Singh Dhindsa, too, misrepresented facts in the state assembly on the issue,” Jakhar claimed.

The CLP leader also alleged that funds received for pre-matric scholarships to SC students were “diverted or misused”. Pointing out that `60 crore was received under this head in 2013-14, he said just `21 crore was distributed.

“In case of pre-matric scholarships for minorities, `70 crore was received on December 10, 2013, but was distributed in June 2014, and in case of post-matric scholarships for minorities, `41 crore was received on August 30, 2013, but was distributed on August 28, 2014. The students who protested at Nawanshahr against the non-disbursal of post-matric scholarships were beaten up. Ironically, the portal for availing the scholarships is called Aashirwad. This is how the state blesses its students,” he added.
