While Panjab University (PU) on July 10 notified a uniform fee structure for different undergraduate courses being run by its affiliated colleges in the city, GGDSD College in Sector 32 is not only defying the notification but also not paying any heed to the questions put forth by parents and students about fee being charged by the college against the PU notification.

According to the notification issued by PU, affiliated colleges in the city need to charge a consolidated fee of Rs 12,300 for BA courses. However, SD College is charging Rs 17,350 for BA, which is same as what was being charged by it last year. There are other courses also for which the college is charging fee as per its own desire. A copy of the receipt dated July 12 for BA (final) reveals that the college is charging Rs 17,350 as fee.

When students asked the college authorities on fee not being charged as per PU notification, some were told that the college is a private college and don't need to follow PU, others were told that the college hasn't received notification from PU on the uniform fee structure.

Talking to HT, one of the parents said, “I had gone to submit the fee of my daughter for BA (final) but was asked by the authorities to pay Rs 17,350. When I questioned them that why are they not charging as per the PU guidelines, I was told that they have no notification from PU.

Later, when I remained adamant, I was told that they I would be given a special discount.”
Several parents had queued up at fee counter on Thursday and Friday, who were being charged according to the college.

The college, on the other hand, said they had not received the notification because of which they were charging fee on the pattern of last year.

Informing, college principal Bhushan K Sharma said, “We have not received any official notification from the university and thus are unaware of the new fee structure. Also, we are ready to refund the overcharged fee to anyone who has been charged fee other than that announced by PU.”

However, the college so far has put no notification where it says that those overcharged can take back their refund.

Meanwhile, when the PU authorities issued the notification, it had specifically mentioned that strict action would be taken against the erring colleges.

Dean College Development Council (DCDC) Prof Naval Kishore said, “On the day of notification being announced, same was also uploaded on the website and each college principal was sent a communication through SMS. It is wrong if any college is saying that they were not communicated. Anyone affected can contact us and we shall deal accordingly.”
