SIT formed to probe 'rape by cops', examines record for 'gaps'

Under fire after a rape case against five young constables, the Chandigarh police on Saturday constituted a five-member special investigation team (SIT) that has started the process of verifying the allegations levelled by a 17-year-old girl from Khuda Lahora.

So far, the SIT's probe - including a visit to Khuda Lahora - and record of the police reveal that none of the five accused ever visited the victim's house in official capacity. However, one of the accused, Sunil Kumar, is alleged to have confessed that he had physical relations with the girl.

The SIT comprises deputy superintendents of police (DSPs) Ashish Kapoor and Kamla Meena, besides inspectors Harjit Kaur and Malkiat Singh, and sub-inspector Usha Rani. Police said the SIT had been formed to ensure "proper, timely and fair investigation of the case at the earliest". Senior superintendent of police (SSP) Sukhchain Singh Gill would supervise the functioning of the SIT, a spokesperson said.


Record so far says there were four calls to the police control room (PCR) in the past one year from the girl's house or neighbourhood about petty fights, none since September. The rape is alleged to have taken place over the past two months.

But none of the accused is recorded to have visited the spot in official capacity during the PCR visits, even though the girl has claimed that she met accused Akshay Kumar for the first time at her residence when he had a come to attend to a PCR call.

Sources said Akshay - through whom the girl came in contact with the others - claims he never had any physical relations with her. Himmat Singh and Anil Kumar, who allegedly outraged the modesty of the girl, have told the investigating officers that they had never met the girl.


Jagtar and Akshay used to stay in a rented room near the victim's house. Sources said Akshay claimed that he had met the victim in a market, after which they had become friends and the girl allegedly frequented is room. Akshay has further told the police that the girl had one day called him to pick her up from school, but as he was on duty he sent Sunil. That's when Sunil and the girl got to know each other. Sunil has allegedly confessed that the 'friendship' led to physical relations with the girl on

December 8.

Meanwhile, a team of experts from the Central Forensic Sciences Laboratory (CFSL) in Sector 36 seized two bedsheets and some clothes of the accused policemen from the rented accommodation in Khuda Lahora. A PCR Gypsy and a motorcycle were also taken in possession for forensic tests as the rape is alleged to have also taken place in the Gypsy.

Jagtar Singh: Joined Chandigarh police in May 2010. Was with the crime investigation department (CID) till 26 November, and since posted with PCR ambulance at Sector 25

Akshay Kumar: Joined force in May 2011, remained in PCR till December 2011. After that, he was in CID, then at Sector-31 police station, before being posted to PCR on November 26

Himmat Singh: Since joining UT police in May 2011, he has been posted with PCR

Sunil Kumar: Joined force in May 2011 and remained in CID for about a year before he was appointed in the crime branch.
