Super time scale IAS officers in Haryana will finally get an opportunity to work as Secretaries to the government. The state government on Wednesday ordered that IAS officers in super time scale ( with 16 years or more of service) would be appointed Secretary to Government or on posts equivalent Secretary to Government. Till now, majority of such officers were posted as Special Secretaries.
In a fillip to HCS officers, the state government ordered that posts of Director, Employment, Director, Archives and Director, Welfare of Scheduled Castes and Backward Classes( all head of the departments) would be included in the HCS (Executive Branch) cadre. These posts at present are held by IAS officers. Till now, the HCS officers only had one post of head of the department at their disposal – Controller, Printing and Stationery.
Issuing fresh guidelines for the posting of IAS and HCS officers, the Personnel department said that on their entry in the service, IAS officers would be appointed as Joint Secretary to Government or on posts equivalent. “The IAS officers in senior Scale, junior administrative grade and supertime scale would be appointed as Additional Secretary, Special Secretary and Secretary to the Government respectively or on equivalent posts,’’ said an order issued by Chief Secretary, PK Chaudhery.
The Chief Secretary has ordered that that on their entry in the service, Haryana Civil Services (Executive Branch) officers would be appointed as Deputy Secretary to Government. On completion of 10,15 and 18 years of satisfactory service, the HCS officers would be appointed as Joint Secretary, Additional Secretary and Special Secretary respectively.
An official spokesman said the government also decided that for the purpose of better management, HCS (executive branch) officers have been categorized into three segments. State civil services officer with upto five years of service will be posted as City Magistrate; Joint Controller, Civil Defence; Assistant Director, Consolidation; Secretary, Municipal Corporation; Officer on Special Duty-office of Divisional Commissioner. Those officers with service between 5-15 years will be posted as Sub Divisional Magistrates; General Manager, Haryana Roadways; Secretary, RTA; Additional or Joint Director(Industrial Training, Agriculture, PWD B&R; Development and Panchayats, Women and Child Development Primary Education, Medical Education, Food and Drugs Administration, Technical Education), Secretaries in HUDA, Haryana Warehousing Corporation, Haryana Electricity Regulatory Commission, Dairy Development Corporation. Haryana Housing Board, Haryana Agro Industries Corporation, Estate officers of HUDA (Panchkula, Gurgaon, Faridabad, Hisar); Joint Commissioner (Municipal Corporation). Only these officers will be recommended for deputation with Chandigarh Administration.
The HCS (EB) officers with over 15 years of service will be posted Controller, Printing and Stationery; Additional Registrar(Admn.) Coop. Societies; Additional Chief Electoral Officer; Additional Excise and Taxation Commissioner; Additional Transport Commissioner(Roadways Wing);Additional Transport Commissioner(Regulatory Wing);General Manager (Projects) Irrigation; Additional Labour Commissioner; Addl. Director(Higher Education, Health Services, Tourism, Urban Local Bodies, Secondary Education and Information, Public Relations and Cultural Affairs; Additional Deputy Commissioner and heads of the departments.
