Former Punjab Kala Parishad chairman and retired IAS officer Swaran Singh, booked for his alleged involvement in the embezzlement of crores of rupees shown to be spent on a function organised in Khatkar Kalan in 2008 to mark the birth centenary of Shaheed Bhagat Singh, has approached the high court for regular bail.

Swaran Singh is lodged in the Ludhiana jail and has cited health reasons in his application for regular bail. The case will come up for hearing later this week.

Hindustan Times was the first to expose the scam. The Centre had sanctioned Rs 3.15 crore for the birth centenary celebrations.

The vigilance bureau had lodged an FIR against Swaran Singh and three owners of two firms in this case on March 26, 2011 under the Prevention of Corruption Act and sections 420, 467, 468, 471 and 120B of the IPC.
