UT demands under secretaries from MHA

In an attempt to furnish more opportunities for promotion to its employees, the UT administration has written to the ministry of home affairs (MHA) for creating 30 under secretary posts, citing examples of the other states.


Under the present setup, promotion avenues for the employees of the UT secretariat are limited, as they can only rise to the level of superintendent. Last July, the issue of promotion was also taken up with the then union home minister P Chidambaram, while he had come to the city.

UT advisor KK Sharma said they had approached the ministry with the motive to provide more promotion avenues to the staff.

In the recent past, MHA had sanctioned the posts of two secretaries, one additional secretary and an additional deputy commissioner (ADC) to make up for the manpower shortage in the administration.

But they do not have the required support staff for discharging their administrative functions.

“The post of under secretary exists in other states. The absence of the post has created a gap between the top level and the functionaries below,” said Sharma.

To bridge the gap, the administration has asked the MHA to sanction around 30 posts of under secretaries.

However, it has been learnt that in the past, the administration had designated people as under secretaries in various departments including, home and engineering, despite no formal sanction.

As per the directions of the government of India, Chandigarh requires to take permission from the MHA for creating posts.

Besides, the administration is grappling with a shortage of staff. According to official records, 20,730 posts have been filled against a total of 24,496 posts sanctioned in the UT. It also includes 3,129 posts for the Scheduled Castes. Around 1,000 posts have been filled by way of deputation from the states of Punjab, Haryana and Himachal Pradesh.
