The UT education department may have transferred as many as nine principals on Tuesday, but it ignored about 10 others who had overstayed at the posts in violation of its transfer policy.
As per the rules, the principal/headmaster/headmistress shall be transferred after completion of 5 years of stay.
But this rule was not followed in letter and spirit when on Tuesday nine principals were transferred, citing administrative reasons. As per the information, only five of them had spent five years or more while others were yet to complete their specified tenure.
Moreover, one of the transferred principals Jasbir Kaur is already serving on optional extension period of two years after completing the superannuation age of 58 years. “I was not expecting transfer at this stage but we have to comply with the department order,” Jasbir Kaur, who is due for retirement about one-and-half years later.
Meanwhile, another principal Baljinder Singh, who will start his two years of service extension from next month, also expressed his displeasure over his transfer and learnt to have given a representation to the department to reconsider his transfer, considering that he is at the fag end of his career.
Local teacher union leader Swarn Singh Kamboj alleged that that the transfer policy has yet not been implemented in its true spirit ever since its approval in 2012.
The latest transfers also looked a farce because most of those who got shuffled were transferred within the urban schools. “Unless reshuffling is not done timely and across urban as well as rural schools, the true purpose of transfer policy can’t be achieved,” Kamboj said.
Meanwhile, those who are overstaying include Sadhu Ram, headmaster of Government High School (GHS), Hallo Majra and Surinder Kaur, headmistress of Government Model High School (GMHS), Sector 39, who are heading their respective schools for over six years now. GHS-Hallomajra was also worst performing schools in the recent board results.
The heads of GMHS 20D, GHSKarsan and GMHS- 43 have also completed their five-year tenure on September 11, September 16 and September 25, respectively, last year.
The five-year stay of the headmaster of GMHS 38 D was over on November 18 last year, while the principal of GMSSS47D completed her five-year stay on November 20, 2013.
DPI (S) Kamlesh Kumar said that the transfer policy was not ignored in the latest transfer of the principals. Those overstaying would also be considered in future, he said.
