The fact-finding inquiry by Punjab Vigilance Bureau (VB) into the case of inspector general (IG) Gautam Cheema allegedly kidnapping a coloniser-cum-conman—much sought after by a host of senior Punjab police officers—has recommended a thorough probe to unravel the truth.
The VB hasn’t ruled out the involvement of the 1995 batch Punjab cadre police officer IG Cheema in kidnapping Davinder Singh Gill, the conman in whose real estate firm some Punjab police officers have allegedly invested huge money directly and indirectly.
IG Cheema has admitted before the VB that he knew the conman since 2008; he is absconding after being booked for kidnapping from police custody a proclaimed offender (PO) and for molesting Kricpy Khera, the wife of the coloniser in question.
“…it is clear that a thorough probe is required into (kidnapping) events that transpired at House No 205, Sector 6, Panchkula, on February 26 evening,” states the VB inquiry--which HT had first reported on Friday--conducted on the direction of deputy chief minister Sukhbir Singh Badal.
“It is, therefore, recommended that the state home department should refer the complaint relating to kidnapping/detention and torture in Haryana state to the Haryana government for initiating appropriate action as required under law,” the VB has recommended and reiterated that the allegation of beating up (the conman) in Panchkula (house of IG Cheema) and further detention at the farmhouse, required a thorough probe.
The VB did the fact-finding inquiry into the events surrounding disappearance of Davinder after complainants Kricpy Khera, Maninderpreet Gulati (wives of Davinder and Sumedh Gulati, respectively) alleged that their husbands were victims of “machination by senior police officers, who had been their associates” but later fell out “over sharing of profits” and began implicating them in false cases.
The major allegation against IG Cheema and suspended Indian Defence Estate Service officer Ajay Chaudhary was that they allegedly kidnapped Davinder on February 26 evening. The allegation is that IG called Davinder to his house and took him to house number 205, Sector 6, Panchkula, where the conman was subjected to torture and forced to sign blank stamp papers in the presence of Ajay Chaudhary. The IG’s Panchkula house was on rent with Davinder earlier, as per the VB report.
The VB report, quoting the complainants, said that to mollify Davinder, post his beating and torture, he was escorted to Mahakal temple at Ujjain, to take an oath that he would not disclose about his beating up and torture.
It was established that the conman, his wife Kricpy and Ajay Chaudhary, etc, boarded a flight to Ujjain on March 2. “All arrangements for the Ujjain visit were made by Davinder and Kricpy…entries in Mittal Avenue hotel are in the name of Davinder…all of them stayed there as family,” points out the VB which had sent its team to Ujjain.
Tale of Porsche
The VB dug deeper into another allegation against IG Cheema that he allegedly took away the luxury vehicle Porsche of Davinder, after kidnapping him in February.
Davinder had driven to IG Cheema’s house on February 26 evening before the alleged abduction in the Porsche which was snatched and kept by the police officer.
Inquires at the Chandigarh transport office by the VB revealed that this vehicle (CHO1 AM 5682) had been placed in the category of stolen vehicles. The Chandigarh deputy commissioner had informed the UT transport department that this luxury vehicle was to be re-possessed in lieu of the credit which Davinder owed to the excise department for the liquor vends taken by him.
The VB collected data from the toll barrier on Ambala-Chandigarh road, at Dappar, which showed that the Porsche vehicle travelled to Ambala on February 28 evening at 8.10 pm — the same time when under-detention Davinder was taken to Ambala house of Ajay Chaudhary, friend of IG Cheema.
The Porsche vehicle has remained untraceable.
