Villager's death after police assault: SIT formed, cop arrested, 3 others suspended

Three policemen have been suspended and a special investigating team (SIT) formed to investigate the death of a resident of Dubeta village near Nangal after being allegedly beaten up by policemen a fortnight ago.

SP (investigation) Harmeet Singh Hundal said munshi Gurnam Singh had been arrested and Nangal SHO Kesar Singh, ASI Balbir Singh and ASI Deepak Kumar had been placed under suspension.

He said the police had written to the health department authorities to take action against the doctor who had attended to Surinder at the BBMB hospital, Nangal, on August 17.

Meanwhile, a large number of people on Monday staged a dharna near Nangal Dam to block traffic to protest against the death of Surinder Singh, 50, who was allegedly beaten up by the police personnel a fortnight ago.

Surinder allegedly had an alteraction with one Gurnam Singh, posted as munshi at Anandpur Sahib police station and a resident of Dubeta village, and his family on August 16. Surinder's family alleged that he was beaten up by Gurnam and his family and also by the Nangal police personnel. He was rushed to the PGI, Chandigarh, on August 17 after his condition deteriorated.

Surinder's wife filed a complaint with the Nangal police, which allegedly failed to take action. The family and villagers held a protest outside the Nangal police station on Sunday forcing the police to register a case under Section 323 (voluntarily causing hurt), 341 (wrongful restraint), 148 (rioting, armed with deadly weapon), 149 (every member of unlawful assembly guilty of offence committed in prosecution of common object) of the IPC against Gurnam Singh, brother Jagtar Singh, son Gurpreet Singh, two nephews and ASI Deepak Kumar.

After the registration of the case, Surinder died at the PGI on Sunday night. The family and villagers brought the body to Nangal and went to the SDM office after which they placed the body near the Nangal dam on Monday. They sat on a dharna, blocked traffic for more than three hours and raised slogans against the police and Punjab government.

While addressing the protesters, Block Congress president Paramjit Singh Pamma, councillor Sanjeev Rana and Dubeta sarpanch Hemraj demanded the registration of a murder case against those responsible for the death.

On getting information about the protest, senior police officials, including SP (investigation) Harmeet Singh Hundal, ASP Sandeep Garg and DSP Sant Singh Dhaliwal, reached the spot. Hundal told the gathering that Section 304 (culpable homicide not amounting to murder) had been added to the FIR. He also informed them about the action taken, following which the protestors lifted the blockade and the body was sent for post-mortem.
