A group of Northern Peripheral Road (NPR) oustees met estate officer (EO) Haryana Urban Development Authority (Huda) on Thursday saying they will not consider moving to alternative plots at Sector 37 C and Sector 110 A till they are provided basic infrastructure such as sewer, water, roads, and other facilities.

The oustees said that fearing backlash from the Punjab and Haryana high court should they fail to ensure proper rehabilitation of the oustees , the Huda may allot them alternative plots at these two locations that does not have basic infrastructure in place.

The Huda has earmarked Sector 37 C and Sector 110 A as areas where they are likely to allot plots to NPR and SPR oustees, whose lands were acquired for the two mega projects in 2009-10.

Vijay Yadav, an oustee at Kherki Daula, said, “Though the Huda has assured us on putting the basic infrastructure in place before plot allotment, we have doubts. We are closely tracking Huda and whatever they are up to. Not one engineer has visited the site at Sector 37 C where the Huda plans to hold the
plot draw.”

On February 2, the oustees had met Huda administrator Yashpal Yadav and requested him to cancel the plot draw slated for February 3.

Majority of oustees from New Palam Vihar are to be rehabilitated in Sector 110 A.

Ramavatar Sharma, an oustee, said, “We will not accept alternative plots without basic infrastructure. We have requested the Huda administrator to start work on putting the required infrastructure in place.”

Across the two locations, the Huda plans to rehabilitate as many as 568 oustees. These include the GPA/SPA holders as well. As per the terms of resettlement, the Huda has to provide basic infrastructure in the areas where they propose to rehabilitate the oustees.

Vivek Kalia, EO, Huda said, “Our engineers’ wing is on the job (of providing infrastructure) and work at Kherki Daula will start soon. A survey has been done to prepare the estimate. At Sector 110 A, we will have to remove some encroachments before we do a survey for infrastructure. It will take a month or two.”
