Good way too of harnessing the trained, still young manpower of the Armed Forces, most of whom live in the ... villages where development is or ought to take place. The technically qualified amongst them from Army Signallers, Engineers, Mechanized Corps, Artillery in particular (the others are obviously not excluded) would be most useful, specially in the hinterland areas where our MBA's will have adjustment-to-hardship problems.
A bright, well fleshed out idea... Must add that in today's Army, the Infantry is also technically well equipped because of the complexities of the equipment they now handle (radars, missiles, sensors, complex radios) and are in no way disqualified.
It is just that the others listed by me above had technology as their basic rationale for military service... by the same reckoning, the Navy and the Air Force, perhaps even the Coast Guard are as well equipped to handle the technology needed to monitor execution of Govt projects, using the satellite and net as the monitoring media. all of the above have a common thread - of high integrity. The freak percentage of soldiers who violate this code should be discounted.
