After getting control of the Municipal Corporation of Delhi (MCD), the Delhi government wants to have a final say over traffic and transportation related policy issues in the Capital.
Delhi government's transport department is shortly moving a note in the upcoming cabinet meeting to get approval for the proposed draft Delhi Urban Mass Transit Authority (DUMTA) Bill 2009.
All the agencies involved in road maintenance, engineering, traffic and transport will be a part of DUMTA.
At present, there is already a centre that coordinates the implementation of various traffic and transport policies planned for the Capital.
Called the Unified Traffic & Transportation Infrastructure (Planning and Engineering) Centre, it is headed by Delhi Lieutenant Governor Tejendra Khanna and was formed last year.
Once DUMTA is formed, it will automatically result in the shutting of UTTIPEC.
The centre is responsible for ensuring the implementation of not only various traffic and transport policies for the Commonwealth Games but all such future projects envisaged in the Delhi Master Plan 2021.
It coordinates with civic agencies who are or in the process of planning or implementing a dozen transport projects.
"UTTIPEC will ultimately have to close down as having two bodies for traffic transportation planning will result in multiplicity of agencies. There has to be a unified approach to ensure coordinated planning," said a senior UTTIPEC official who did not want to be quoted.
Delhi government transport department officials said as an integrated unified authority, DUMTA would handle all transport related issues. Senior Delhi government officials said the authority would be responsible for overall planning of the public transport covering both rail and road transport.
It will plan, design, develop, operate, administer, and implement programmes of roadways, metro, monorail, light rail transit, and will also be responsible for the management of traffic regulation on road, including traffic signal systems.
Suggesting sweeping powers to the authority, the bill proposes to give DUMTA the authority to acquire land and develop land and regulate traffic, thus bringing the traffic police under its purview.
With the CM minister as its chairperson, the authority will have principal secretary (transport) as its member secretary and ministers of transport, PWD, and urban development, a representative from union ministry of urban development and ministry of road transport and highways, chief secretary and head of departments of DTC, MMRC, DDA, DIMTS, NDMC, MCD, Delhi Police on its board.
