A bill to provide 50 per cent reservation to women belonging to scheduled castes, tribes and OBCs in panchayats was introduced in the Lok Sabha today.
The Constitution (110th Amendment) Bill 2009, introduced by Rural Development and Panchayati Raj Minister C P Joshi, provides more than 50 per cent reservation to women belonging to these categories in panchayats at each level.
The bill to amend Article 243D of the Constitution would enhance the quota limit from the present level of "not less
than one-third" to "not less than one-half" across all the three tiers of the panchayati raj system.
"There is further need to enhance women's participation in panchayats as it would serve the twin purpose of empowering
women and making panchayats more inclusive institutions," the Statement of Objects and Reasons of the legislation said.
Noting that women suffered multiple deprivations of class, caste and gender, it said the existing provisions have
facilitated women in general, especially those from the marginalised communities, to become politically active.
Moreover, reservation for the offices of chairpersons in panchayats have brought women into positions of leadership
and enhanced their image in society, especially in rural areas, it said.
