'Bureaucrats won’t appraise ministers'

Two days after Hindustan Times carried a report that said four senior ministers had expressed reservations about bureaucrats reviewing their performance (‘Cong ministers resist rating by babus’, February 14), the Cabinet Secretariat rushed to allay the ministers’ fears, quoting a prime ministerial directive to say the appraisal process would be driven by ministers, not bureaucrats.

Two days after Hindustan Times carried a report that said four senior ministers had expressed reservations about bureaucrats reviewing their performance (‘Cong ministers resist rating by babus’, February 14), the Cabinet Secretariat rushed to allay the ministers’ fears, quoting a prime ministerial directive to say the appraisal process would be driven by ministers, not bureaucrats.

The secretariat, which is under the PM, will write to all ministers to clear the confusion. Prime Minister Manmohan Singh may also explain the situation to his colleagues.
