The Union Cabinet is likely to consider on Tuesday the Karnataka Governor's report recommending President's rule in the state.

Sources said the Cabinet, which will be meeting in the evening, would also by then have the benefit of what the Karnataka High Court says on the disqualification of 16 MLAs by the Speaker this morning ahead of the trust vote.

The disqualified MLAs have approached the Court challenging the Speaker's decision. The Speaker had ignored the Governor's letter to him in which he had said the "configuration and character" of the Assembly should not not be changed before the vote.

The sources said the report of Governor H R Bhardwaj was received in the evening and Cabinet note was being prepared on the basis of his recommendation.

Bhardwaj is believed to have noted that the decision of the Speaker in disqualifying 11 dissident BJP MLAs and 5 Independents was "unconstitutional" and the confidence vote won by the government was not not transparent.

He is understood to have recommended President's rule on the ground that the governance in the state could not not be carried on in accordance with Constitutional provisions.
