College's new science wing faces demolition threat

For the students of Dyal Singh college who were waiting eagerly for the under-construction science block to be made functional, there's some bad news.

For the students of Dyal Singh college who were waiting eagerly for the under-construction science block to be made functional, there's some bad news.

The multi-storied building that has come up within the college premises has been built without any approvals from the concerned authorities.

Built at a cost of Rs12 crore, the science block, constructed without getting the building plan passed, now faces the threat of demolition by the MCD.

The Municipal Corporation of Delhi has also issued a show cause notice to the college asking it why the building should not be demolished.

"The governing body of the college has shown undue haste in starting the construction work. Without waiting for approval from the MCD or the fire department, construction work started despite objections and dissent from various teacher representatives. The entire building is illegal and the MCD should stop the construction immediately," said PK Parihar, Associate Professor, Dyal Singh College, Delhi University.

Parihar further added that the original building plan of the college was last re-validated up to November 6, 2005.

"In 2009, the college had applied to us seeking revalidation of their building plan which was sanctioned by us and it was valid till 2005. After scrutinising the documents we found out that the revalidation could not be processed as by virtue of Master Plan of Delhi-2021, developmental control norms had changed with respect to requirement of parking and basement. However, the college didn't apply again and continued with the construction without any approval," said a senior MCD official requesting anonymity.

Defending the construction work of the science block, the principal of Dyal Singh College said they have obtained approval from the Lt-Governor.

"We started construction after it was decided in a meeting of the Lieutenant Governor and the former Vice Chancellor that the block should come up as we had the funds. We also asked for a revalidation certificate from the MCD but things moved very slowly," said IP Bakshi, principal of Dyal Singh College.

According to the teachers, as the basement of the building is complete, the principal had asked some of the teachers to start taking their classes from the science block. "No one is ready to shift to that building as it is completely illegal and faces the threat of demolition too. It is a sheer waste of public money," added Parihar.

Last year, too, the civic agency had served two notices to the college asking them to get the plan sanctioned.

"I had written a letter to the MCD commissioner asking him to take sealing or demolition action on the illegal construction. I will be taking up the matter again with him," said Yogender Chandolia, chairman of the Standing Committee of the MCD.
