DDA camps for mutation of property

One of the biggest problem people face in dealing with the Delhi Development Authority (DDA) is when they have to convert the title of their property from leasehold to freehold. In a bid to clear as many pending cases as possible, DDA is holding a five-day special camp at its headquarter, starting Monday.
According to DDA Vice Chairman Balvinder Kumar, there are nearly four lakh pending cases of conversion, many of which are stuck due to existing stringent policies of DDA. All plots and flats allotted by DDA since its inception where given on a 'lease' to the allottee and it had to be converted to a 'freehold' after a long winding process and payment of conversion charges. It is rather recently that DDA has started allotting flats with freehold titles.
The camp will be organized at DDA's headquarter Vikas Sadan, with each day catering to one zone. Starting Monday with Dwarka zone, next four days property owners of East and South Delhi, Rohini, North Delhi/Narela, West/Central Delhi and remaining cases will be dealt with respectively.
People can bring documents and submit them and DDA will give them a date by which they can collect their papers. Kumar has promised that the process will similar to the way passports are issued.
DDA is expecting more than 20,000 people to turn up on these five days, including those with properties ranging from DDA flats, group housing societies, residential plots, commercial plots and industrial plots.
People whose properties fall in certain categories have been advised not to come. These include properties with no sanctioned building plan, any dispute in misuse charges, title is under dispute or matter is pending in court, properties that have been amalgamated or sub-divided or the required FAR has not been achieved, cases pending with investigating authorities, where term lease has expired and has not yet been renewed, where GPA/ agreement to sell has been executed after October 11, 2011. Also, those whose properties that have changed many hands will have to provide the whole chain of documents for each transaction.
