DDA gave them flats but no power, water

Owners wait for basic amenities despite repeated assurances from DDA; people manage with temporary facilities, Sidhartha Roy reports.

The woes of allottees of DDA 2010 housing scheme flats do not seem to end. It has been eight months since these allottees have paid the full amount for their flats but most areas are yet to get water supply or permanent power supply.

DDA had allotted 16,000 flats as part of the 2010 housing scheme and while most allottees got possession of their flats only last year, many are yet to shift because these flats don't even have basic amenities. Allottees who have got flats in areas such as Mukherjee Nagar, Vasant Kunj D-6, Dwarka sector 18-B, Jasola, Molarband and Motia Khan had earlier protested outside DDA's headquarters but despite repeated assurances from the DDA, not much has changed on the ground.

"There are more than 300 flats in the multi-storey DDA apartments in Mukherjee Nagar but as of now, only 25 families that couldn't bear to pay both bank's EMIs and rents have shifted there," said an allottee who didn't wish to be named.

"There is no water supply in the area and we have to depend on water drawn from bore wells that is not even fit for bathing. We still have to buy drinking water and purify the bore well water for other uses," he said. "Though there is temporary electricity connections, the elevators don't work most of the time because there is no power backup," he added.

The flats in Vasant Kunj D-6 are not ready either. While nearly 400 flats in the area's Ganga block are not even fully constructed yet, those who have taken possession in other blocks are unable to move in either.


"There is no water and only temporary power connections are provided there. Street lights don't work and there are no fire fighting equipment," said an allottee who didn't wish to be identified.

DDA, however, claimed that except the flats in Ganga block, all other flats that were part of the housing scheme are now habitable. "Flats in Vasant Kunj D-6 have now started getting electricity meters and there is proper water supply," said a senior DDA official, requesting anonymity.

"Possession of all the flats have only been given after providing water and power supply," said DDA spokesperson Neemo Dhar.
