Taking cue from private companies, the Delhi Police have started assessing the performance of their beat constables — the most important link between the citizens and the police — on a fortnightly basis.
After getting positive results from the evaluation of Station House Officers (SHOs), the Delhi Police have started performance appraisals of beat constables. On the basis of their performance, every district will announce Beat Constable of the Fortnight Award.
“Performances are being monitored at every level and we have prepared a performa to evaluate the performance of the beat constables,” said BK Gupta, Delhi police commissioner. The performa will have details of the beat constable and the type of crime taking place in his area.
The performa includes 10 criteria such as crime in the area, detection, action against criminal, community policing and anti-terrorist measures. “Since the constable knows that his performance is being monitored at the top level, he will give his best. Also, photo of best beat constable of the fortnight will be displayed at the district DCP office,” a police officer said.
“It is just like an HR activity of a private company which evaluates performance of every employee. We are doing the same. A beat constable is the most important part of policing. We are evaluating him on his performance by getting details whether crime has increased in his area and other important parameters,” the officer added.
Similarly, the Delhi Police also evaluates performance of SHOs of each police station. The Delhi Police have also given direction to SHOs and the beat constables to concentrate on arresting the proclaim offenders (POs) as they are the one who commit crimes after coming out of jail.
Also after the murder of two beat constables in Dwarka area, a new set of guidelines have been prepared for beat constables.
