The Delhi High Court on Friday upheld the Central Information Commission (CIC) order that DIMTS is a public authority and it should appoint a public information officer and first appellate authority to provide information on people’s queries.
DIMTS is a joint venture between Delhi government and the Infrastructure Development Finance Company Ltd (IDFC), and works in the field of urban transport and infrastructure development.
In his March 2010 order, information commissioner Shailesh Gandhi on a petition filed by Sachhin Sapra had ruled that DIMTS was a public authority as defined under Section 2(h) of the RTI act and had directed the company to appoint a PIO and First Appellate Authority before March 31, 2012.
Sapra had filed two queries regarding affairs of the DIMTS under the RTI act from the public information officer at the chief minister’s office but was refused. He then knocked the doors of the CIC, questioning on what basis the DIMTS did not come under the purview of the RTI act.
