Citizens’ Front for Water Democracy on Tuesday alleged a high value scam in the purchase of pipelines for network expansion related to the Nangloi plant in northwest Delhi.
“Exorbitantly priced pipes were purchased in the entire revamp of the project, outsourced under the Public Private Partnership (PPP) mode, at prices much higher than the prevailing market price and on the basis of fabricated quotations,” the Front alleged.
Citing an example, SA Naqvi from the Front said, “The cost of pipes was deliberately estimated at a higher side, that is up to 31 % to 69 % more than the prevailing market price of the pipe. The consultants estimated the total cost of the pipes for about 1,240 kms at Rs 154.21 crore whereas the actual cost of the pipes as per the prevalent market price would come to Rs 90.48 crore, imparting a loss of Rs 63.72 crore.”
“Who is being benefited with this difference?” he sought to know.
“We have gone by the DSR and each of the items has been vetted by the consultants,” Debashree Mukherjee, DJB CEO, said.
The DJB had recently outsourced revamping of entire supply network under the Nangloi water treatment plant command area under Public Private Partnership (PPP) project.
