Documents, maps pile up at Vigilance headquarters

The Central Vigilance Commission (CVC), one of the multiple agencies probing alleged irregularities in the Commonwealth Games, has so far confiscated 480 files, 4,000 photocopied documents, maps and tender documents from the Organising Committee (OC) headquarters.

The CVC that began its probe last week had asked the OC to retain the samples of the 800 items that were purchased during the Games for inspection.

The OC, in return, wrote a letter to the CVC that they would not be able to retain the samples of 800 odd items that they had taken on rent for inspection as it would cost them Rs 40 crore for a month. The CVC then formed six separate teams to expedite the inspection.

"Since the CVC took over the probe, we have provided them photocopied documents, maps and bid documents. There are four volumes of the 480 contract files only," said a senior OC official.

All the files have been locked in a room on the seventh floor of the OC headquarters at Jai Singh Road under a bureaucrat Gurjyot Kaur.

As many as 250 contracts were signed just three months before the commencement of the Games.

"As several projects were taken up at the last moment contractors quoted exorbitant rates. The officials had to bow to their demands. This is how the cost went up at the last moment," said a senior OC official.

The international consultants were surprised to see the last minute arrangements. The projects that were to be completed in January 2009, their tenders were floated in February, officials said.
